Total Quality Management (TQM) in Public Sector in Malaysia

There are five basic concepts of implementing Total Quality Management (TQM) in the public sector in Malaysia. The concepts are:

1. Meeting customers’ requirement
Total quality management is smart management which does not only include producing product with using efficient resource, but it is a continuous management process to produce goods that meet up and exceeds customers’satisfaction. TQM requires the organization to identify their customers, their needs and expectations, and translate those needs and expectations into standards of quality output to be produced. Aimed at customer focused, TQM establish the appropriate processes involved in producing the quality goods and services and implement the process effectively and efficiently in order to meet up and exceeds customers’ expectations.

2. Maintain through prevention
TQM main aim it to identifyactivities which will cause wastage in the operating process to produce quality goods and services to the customers, through strategic quality planning. It prevents errors and problems from occurring, rather than simply fixing problems or correcting errors. TQM aims on continuous improvement and problem solving to meet up to customer’s requirements. TQM’s important strategy is the 3 Qs, which are quality planning quality assurance and quality control. These 3 Qs are the prevention technique which will ensure the goods and services produced are in conformance with the needs and requirements of the customers. For example, quality planning is the early stage of error-prevention. Through careful planning, customers of all categories are identified, their needs are recognized, the process to produce the goods are determined, and a set of process controls are designed to ensure that quality can be achieved through the operational activities.

3.Standard of performance is zero defect
As TQM aims at doing things right the first time, all the time, it targeted at providing customers to their full satisfaction by producing defect-free goods and error-free services that conform to the expectations of the customers.

4. Cost of quality is non-conformance of standards
In order to produce goods and services efficiently, TQM always focuses on control of the cost of quality. Quality planning plays an important roles at controlling cost, as at his stage, all cost involved in producing the quality goods and services are estimated and well-planned, any cost incurred as a result of wastage of resources, manufactured of low quality goods, errors at servicing or work or non-value added activities are avoided. Extra cost incurred which does not as predetermined in quality planning, could be reduced by prevention and improving work processes. Strategic planning will also ensure the cost incurred in the process of producing goods, are acknowledged to the production team and prevent unnecessary wastage of resources which will increase the cost of production. Cost of quality incurred is seen as non-conformance to the quality standard. Let say, If a book publishing company targeting at publishing quality storybooks for public libraries that each book contained of 100 stories in it, and estimated each book will cost less than RM 5 in the market, and make a profit of RM 2 out of each book, the publishing or production should plan the type of paper use, ink and numbers of coloured pictured used in each book to ensure the cost of production will be less than or equal to RM 3. That’s standard of total quality. If the production cost more than the estimated RM 3, and the company have to raise the price of the book, customers would not be happy, and that’s not total quality. Arrays in cost of quality are seen as non-conformance to the predetermined total quality standard.

5. Whole work is a process

TQM involved not only the goods produced, but also the people who produce the goods and services, the materials, environment and the work system itself. And TQM not only aimed at meeting customer’s expectations, but it aimed at exceeding them. Organization which practiced TQM like public organizations, implanted quality culture in the work process. The organization recognizes the whole organization as a system, and as a system, the organization has a lot of interacting parts in it. These interacting parts or work which involved everyone in the organization is called process. It affects one and another and it has a chain reaction throughout the system. TQM focus not only on one part of the system or organization, but it focused on the whole system, to optimize the output of the whole system and organization and to achieve total quality output. As TQM looking at the whole system, or organization, the actions of everyone in it will definitely affecting the outcome of the quality process in delivering quality service and goods to the customers.

ARTICLE REVIEW
Referring to the article, at the Federal Civil Service Assembly held late January 2013, Chief Minister of Sabah, Datuk Seri Musa Aman, stressed that federal and state officers should work together and double their efforts to guarantee all government programmes can be implemented promptly and successfully. Through 3 C approaches – communication, coordination and cooperation, government bodies can solve problems and simplify work processes as good communication, coordination and cooperation is vital to determine the success of any government plan. The Chief Minister also expressed his gratitude to the Federal Government for created nearly 100,000 federal service posts in the state of Sabah, which has not only provided job opportunities for the people, but also boost the state’s economy. Datuk Abu Bakar Hassan, the State Federal Secretary who was also present on the assembly, advised civil servants to focus on the implementation of the 2013 Budget agendas and to improve delivery service to clients vie Blue Ocean Strategy.

ARTICLE RELATE TO QUALITY MANAGEMENT

The article above could be related to quality culture in the public sector. The Chief Minister of Sabah not only urge the civil servants to work together and to ensure the government programmes can be implemented successfully, but he stressed on the environment that supports the quality products or services that are offered to the organizational public which exceeds their expectations. For example, the 3C Approach which includes communication, coordination and cooperation among all public sectors to deliver better service to the public, and also to make the implementation of government plan possible. Some common characteristics of quality culture, such as customer input, which I would relate to the internal customers input of the public organization itself, via 3C approach; work done in team work and employees are both involved and empowered, the employees from both state’s and federal’s are involved in ensuring the successful implementation of government plan, and as the Chief Minister urged the civil servants to work together - 3C among government bodies and double their efforts to improve delivery service to the public. The Federal Government has created about 100,000 federal posts in Sabah, and this would provide sufficient resource to the state of Sabah in facilitates the state to implement the government plans. Quality, as picked from the State Federal Secretary is to have the civil servants to focus on the implementation of 2013 Budget and to improve their service delivery to the people. In addition, quality in this article does not only aim at the production of quality output or service to the people, but it also includes all operations and activities relating to the public organizations. Hence, it is Total Quality. Total quality, as mentioned earlier, could be evaluate from the efficiency of all government bodies to work together to solve problems, easing processes, support from the federal government and also the ability of the employees to compete and coordinate to improve service delivery. The present of the top management such as the Chief Secretary and the State Federal Secretary, are symbol of support to all the employees. Their present in an assembly could motivate the employees to work harder this year to double their efforts, work together with other government agencies, in order to implement successfully the government plan, for example, the 2013 Budget and improve service delivery system. The present of top management has a psychology effect to the employees, which I would like to relate to Deming’s Profound Knowledge System. The top management understand the employees and thus, try to nurture and preserve the employees’ positive characteristics in them by giving motivational speech and have physical contact such as shaking hands with the employees before leaving (found in the picture attached in the article).

Personnel Administration : Public Sector Vs Private Sector

2 Differences between personnel admin in public sector versus personnel admin in private sectors:

1.In term of
Recruitment Process, Public Sector has more complicated procedure than that of Private Sector.
According to Perintah Am, Bab A, Bahagian III: Pengambilan. Despite the process of every Ketua Jabatan who are required to inform the Suruhanjaya Perkhidmatan Awam about the recruitment information in each recruitment process, any doubt in the scheme of services or the advertisement itself, should also refer to the Ketua Pengarah Perkhidmatan Awam.

The recruitment process should be advertised in at least 1 Bahasa Malaysia's Newspaper , with 7 features of the vacancy clearly stated, which are:
1.Name of the post and the status of recruitment (contract or permanent)
2. Name of the Scheme of the service
3. Salary information
4.Academic qualification for the post and other relevant qualification needed
5.Nationality of the applicant
6.Closing date of the vacancy
7.The address to where the applicant should send / get the application form
Whereas in private sector, the recruitment process could be way simple and not standardized. Although some may required standard academic qualification, some are just walk-in interview or first-come-first-serve basis. Basic / common requirement for clerk in private sector is the applicant who are able to speak fluent Bahasa Malaysia or English, capable of using computer and able to work according to the time fixed by the company.

2. In terms of
size, Personnel Admin in Malaysia Public Sector handled over 1.4 million of human resources, while in private sector in Malaysia, the size are much more smaller.
